Torres, Ritchie, a Representative from New York; born in New York, Bronx County, N.Y., March 12, 1988; graduated from Herbert H. Corey Then is the Deputy General Counsel of Regulatory Strategy and Global Policy at Circle, where he leads U.S. policy and global regulatory strategy. Among other things, he helped lead the company’s advocacy on stablecoin legislation, which ultimately culminated in the GENIUS Act. Prior to joining Circle, Corey served in a variety of legal and leadership roles, including in the Obama Administration in the White House as an attorney, Special Assistant to the President and leader of the Economics team in Presidential Personnel; and as Deputy General Counsel of the U.S. Department of Agriculture.  

He has also served as the Chief Legal Officer of Moneta, an investment adviser,  as a white-collar attorney at Williams & Connolly law firm in Washington, D.C., as an adjunct professor at Washington University Law School, and as a member of the CFTC Technology Advisory Committee. He is a graduate of Duke Law School.

Carolyn Weinberg is the Chief Product & Innovation Officer at BNY and a member of the company’s Executive Committee.

Prior to joining BNY, Carolyn served as Chief Product Innovation Officer of BlackRock, where she was responsible for driving the product innovation, development, and commercialization of products globally for the world's largest asset manager. Carolyn and her teams mobilized the firm to build new product lines, forge strategic partnerships, and create thought leadership in support of BlackRock’s growth priorities such as digital assets, fixed income, transition finance and private markets.

Earlier in her career at BlackRock, Carolyn was Global Head of Product, iShares and Index Investments and drove the product strategy, development, and commercialization globally. In this role, she was instrumental in driving BlackRock’s growth in fixed income ETFs and sustainable indexing. She also grew strategic long-term partnerships, envisioned and created a sustainable index research team, and conceived and built new data and trading ventures.

She has four times been included on Barron's list of "100 Most Influential Women in U.S. Finance."

Before joining BlackRock in 2018, Carolyn created structured derivatives solutions for corporations at Citibank, where she was Head of the North America Corporate Solutions Group. Previously, she was Deutsche Bank's Head of Risk Solutions Structuring, a member of Morgan Stanley's Corporate Derivatives Group, and a consultant at McKinsey & Company.

Carolyn graduated magna cum laude from Harvard College in applied mathematics and earned an MBA from Harvard Business School.

Carolyn lives in New York City with her family and dog Gus, a Lagotto Romagnolo. She serves on the Board of the Allen-Stevenson School, on the Dean’s Advisory Council of the Harvard Radcliffe Institute, and on the Board of the U.S. Ski & Snowboard Foundation as an Ambassador. Carolyn also served as an Executive Fellow at Harvard Business School.

Alejandro (Alex) has over twenty years of experience at the Federal Reserve Bank of New York in monetary policy, capital markets and financial supervision and regulation.  He is a member of EY’s Global and Americas Regulatory Networks and leads EY’s US regulatory efforts related to digital assets and AI.  He supports clients on the development and implementation of risk management and compliance programs for digital assets, AI and traditional finance in numerous areas such as Risk Governance, Market Conduct Risk Management, Financial Crimes Compliance, Enterprise Risk Management, Regulatory Capital and Liquidity.    He also advises clients on regulatory strategy, engagement and remediation of supervisory matters.

Prior to joining EY in the FSO Risk Management Consulting practice, he was a senior supervisor for the U.S. operations at two large and systemically important Foreign Banking Organizations.  In these roles, he oversaw the remediation of supervisory findings and enforcement actions related to a variety of topics including Enterprise Risk Management and compliance matters, such as OFAC and BSA/AML.  He was also a member of the Federal Reserve’s Comprehensive Liquidity Analysis and Review (“CLAR”) Steering Committee, where he participated in the oversight of liquidity risk measurement and management practices of systemically important domestic and foreign banking organizations and assessment of compliance with Reg YY.  

Prior to his role as a senior supervisor, he was involved in many of the Federal Reserve's financial crisis management efforts from 2008-2010, in particular the AIG bailout.   He oversaw the wind-down of AIG Financial Products and the structuring of Maiden Lane III as part of the extraordinary assistance provided to the company during the financial crisis.  He also supported the development and implementation of other lending facilities established by the Federal Reserve during the financial crisis including the Term Securities Lending Facility (TSLF) and the Primary Dealer Credit Facility (PDCF).

He has an MBA in Finance and an MS in Financial Engineering from New York University.  He received his Bachelors in Science in Economics from Binghamton University.

Dan Roesbery is Vice President, Global Onchain Partnerships & GTM for Visa. From this role, Dan leads Visa’s client engagement and growth efforts spanning Visa’s crypto clients and partnerships, and Visa crypto solutions including Visa Stablecoin Platform, Stablecoin Settlement, Stablecoin cards, and more. Dan brings 18 years’ experience in payments and Fintech, where he has held sales, partnerships, operations, product, and strategy leadership positions with Blackhawk Network, Kash, and Visa. Dan holds a Bachelor’s from Boston College, an executive MBA from Quantic Business School, and serves as Growth Advisor to the Financial Club.

Allison Kaufman leads the Financial Partnerships Solutions Engineering team at Circle, where she works with banks and financial institutions to design and implement digital dollar and stablecoin infrastructure. She has been at Circle for five years, partnering closely with institutions on integrating blockchain-based payments, treasury, and wallet solutions into traditional financial systems. Allison focuses on bridging emerging digital asset technology with the operational, regulatory, and risk frameworks of global banking.

Tamara Schulz is Chief Accounting Officer at Circle, where she leads global Accounting, Tax, SEC Reporting, SOX Compliance, and Financial Systems, supporting the company’s IPO readiness and international growth. She brings over 20 years of experience across fintech, financial services, and regulatory institutions, with prior leadership roles at CURO Financial Technologies, Capital One, the U.S. Department of the Treasury, Freddie Mac, and Deloitte. Tamara is a CPA licensed in New York and Virginia.

Catherine Espino is aPartner in PwC’s New York Banking & Capital Markets (BCM) practice withover 20 years of experience with PwC. She is currently on tour in PwC’s National Office, focusing on advising companies within the financial servicesand non-financial services sectors on significant and complex accountingissues.

Through her career at PwC, Catherine hasserved clients across the Carolinas and New York markets, including largefinancial institutions, broker-dealers, as well as smaller subsidiaries andprivate companies.

Catherinegraduated from the University of Florida with a Bachelor of Science inAccounting and a Master of Accounting. She is a licensed CPA in New York andNorth Carolina.

Robbie Mitchnick serves as the Head of Digital Assets for BlackRock. He is a member of the Corp Exec-COO Executive team. Robbie is responsible for driving BlackRock's digital assets strategy, including working with internal business units to develop and execute on strategic initiatives around digital assets.

Prior to joining BlackRock, Robbie spent time at CPP Investment Board in Public Markets and Private Investments, and at Ripple. During his time at Ripple, Robbie co-authored 'A Fundamental Valuation Framework for Cryptoassets' along with John Bates Clark medal winner Susan Athey.

Robbie has BA & BCOM degrees from Queen's University and an MBA from Stanford, where he graduated as an Arjay Miller Scholar and the Robichek Award winner in Finance. He holds a Blockchain Technologies Certification from MIT Sloan and is a CFA Charterholder.

Claire Ching is the VP of Global Capital Markets at Circle, where she leads global capital markets strategy and execution, focused on accelerating stablecoin adoption and integrating digital dollar infrastructure into the global financial system.Prior to joining Circle, Claire was the Head of Institutional at Gemini, where she built and led a global business development team responsible for driving institutional custody and trading of digital assets. Earlier in her career, she was a Director in the Global Fixed Income division at Deutsche Bank, with a focus on foreign exchange spot and derivatives trading. She began her career at Avenue Capital, a global distressed credit hedge fund.Claire received her B.A. from the University of Pennsylvania and an MBA in Finance from The Wharton School.

Jeremy is responsible for strategy, vision and operating execution at Circle. He brings more than two decades of experience building and leading global internet software platforms, including founder and CEO of Brightcove, technologist and entrepreneur in residence at General Catalyst, CTO of Macromedia, and co-founder and CTO of Allaire Corporation.
